GG partial logs

Few months ago I had partial logs saved pretty much every time:
- at my DC
- at my opp's DC
- at exits without any DC
...at least that's how I remember it.

After the period of maintenance/upgrades, when many people had connection problems, GG didn't save a single partial log for me. And there were plenty of occasions.

Does anyone experience these problems too?
Is there any catch to make GG save partial logs?
