ruling on premature cubing

By no means am I an expert on backgammon's rules. I wonder, however, if it is possible to double when it is not your turn. For instance, suppose I lift my dice, and my opponent has not yet rolled. If I reach for the cube, or even pick it up, does that become a binding double?
We can split hairs even finer. Suppose my opponent rolls, but has not yet moved any checkers. Now if I reach for the cube, it that a binding double?
Continuing this idea, what if my opponent moves his checkers, but has not picked up his dice. If I touch the cube in this circumstance, is it a double? Bob was not clear in the OP. This, in fact, may describe the circumstance about which he inquires.
There are other examples. If I roll, for instance, and afterwards offer a double, it that binding?
