Yes. The clause is quite onerous on the player making illegal plays. However, such players are rarely ever penalised even though there is provision in the rules. Moreover, illegal plays, I believe, because whereas a normal sighted player is able to adjust his mind-map of the position, a non sighted player cannot so easily. I realise that this clause is controversial.
I have had some initial discussion with Yan Kit Chan, who may well think that some of the provisions are not needed by him, such may not be the case with other players, as Phil intimated. Further consultation here is sensible.
These provisions are intended to be optional to the player, who should clarify with the TD which, if any, provisions should apply at any particular tournament.
