I notice in both positions the outfield blot belongs 6 pips away from the point Blue wants to make. This makes sense given Blue's otherwise non-productive 6s.

Right, you were the only one to mention that. In particular, 13/10 in the original position bears on a new point, which also means that starting the 10pt (which Blue might make) is more valuable than starting the 11pt even if a 6 does not come quickly into play.

The plurality response pointed out that entering on the 23pt (a pip deeper) generates maximum contact, an aspect which I believe has less relevance.
