Players who are convinced that the dice are rigged in a predictable manner can then try to use the insurance system to make a profit.
Many players claim to be able to predict the dice but not many are serious about this claim. (Typical claim: "My brother was amazed at how often I was able to predict the computer's next roll.")
Such players usually believe they are better than they are, that the only reason they lose is bad luck. And when they lose too often, it must be because the system is rigged against them. They start noticing patterns in the dice which seem to back up this impression and that's what leads to the claim of being able to predict the dice. I don't think these players deeply believe it, and that they would have little interest actually buying insurance.
That's not to say "dice insurance" might not be a popular option for some players. Hedging (which is a form of insurance) is popular in backgammon tournaments. It gives you two ways to win -- either the hedge bet or the match itself.
