I'm torn between 24/18 9/7 and 13/7 9/7. According to my understanding, both the 7- and the 8-point are the most crucial points in the position shown above.
24/18 9/7 is a compromise: On the one hand, it gives Blue a lot of safety with regard to possible exchanges of blows in the near future. Moreover, it slots the important 7-point. In a failed/stalled blitz game, White might have a great comeback and even a strong redouble. For this reason, I like the idea of having some saftey by means of an anchor. On the other hand, White is still on the bar. So, 24/18 9/7 might be a bit cumbersome.
13/7 9/7 is a straightforward play in the sense of: "No time for safety shenanigans... Make the 7-point. Period". It makes the crucial bar point directly without constraint. White is still on the bar. Therefore, this direct play is tempting.

If I take Stick's thoughts into my consideration, then 13/7 9/7 seems to be the correct idea, because this play is particularily efficient.
