In my first encounter with Shahab I had just finished a game against one of the young Iranian players in a minor jackpot match this weekend, and this officious, arrogant man who seemed to just be passing by erupted at my opponent, castigating him for making the wrong bear-off play against my last straggling checker. He was practically spitting contempt and disgust at him. (I would have made my opponent's play as well, but it turns out XG said Shahab was right -- by all of around .01).
If Carter's word weren't enough (which it is), then seeing Shahab on the last night of the Cyprus tournament locked into a disagreeably aggressive argument with Arda, who must be among the game's most generous, agreeable, and even-handed directors, would be more than enough to settle the question of this person's character.
Based on the various encounters over the week,especially his bizarre behavior during the rewards ceremony, I think he may be genuinely deranged and would avoid having anything to do with him if I could help it.
Carter may be a little deranged too, but in a much nicer way.
