I think the argument cuts both ways.
In Vegas, we certainly saw the worst that “clocks optional” has to offer. To argue that we must, therefore, makes clocks mandatory, and also reduce time controls, is an over-reaction. Let’s start by making clocks mandatory (or at least “preferred”), and then see what happens. Now is not the time to change time controls.
Shorter matches may indeed liven up the game for spectators. I am not certain, however, that shorter time controls would make the game more attractive for novices. New players, in general, are already intimidated by clocks. There is a strong argument that shorter time controls would make them less interested to join the ranks of high-level tournament play.
Perhaps the effect is small. The nuances of time controls are a detail that most beginners do not understand. For those that do, however, I believe the majority would not like to see them made shorter. To the extent I am right, shorter time controls would be counterproductive to the goal of enticing these new players to enter the game. If you want to grow the game, you need these new players to join in.
By the way, in a clocks-preferred setting, there are a handful of top players I would never allow to play without a clock. Mochy, Michi, Akiko, and MCG, among others, all take significant amounts of extra time when you give it to them. And those players know what to do with it!
