There are at least two explanations for your observations that I personally find more plausible than your suggestion that he is intentionally using the clock as a weapon.

1. He is using his time in the way that he feels maximizes the quality of his own play.

2. He would like to manage his time better but finds it difficult to change his habits. This might sound unlikely for such a strong player, but I know that in the chess world there are extremely strong grandmasters who struggle with the clock.

I do have one additional comment. Suppose that you're correct that Mochy is using the clock as a weapon. I don't see this as any kind of argument for changing the time controls. If some of his opponents are foolish enough to allow their own playing tempo to be set by Mochy, then they deserve to lose. Just because some players have this kind of exploitable weakness is no argument, in my view, for changing time controls.
