I do have one additional comment. Suppose that you're correct that Mochy is using the clock as a weapon. I don't see this as any kind of argument for changing the time controls. If some of his opponents are foolish enough to allow their own playing tempo to be set by Mochy, then they deserve to lose. Just because some players have this kind of exploitable weakness is no argument, in my view, for changing time controls.
I'm reminded of an interview with Billy Horan (by Wendy Kaplan in Inside Backgammon vol. 1, #4) where (in an unclocked match) he said his opponent started the match playing quickly and he concurred with the precedent by playing even faster. His opinion was that he would outplay his opponent (by more than at a leisurely pace) in speed BG.
Again, the clock and its settings have been implicated for tactics that are just as relevant when the clock isn't present.
