Cocked dice

What exactly defines 'flat' when dice can be valid on chequers?
When dice have to land directly on the board the possible ambiguities are very rare, like if they land on a biscuit crumb, or if they shift to a non-cocked position but not immediately. (The Simborg/Bower/Horton Rules do define that one - at one second - but there could always be uncertainty as to the actual duration of course.)
The ambiguities on chequers can be much less rare, as I have experienced when playing the 'on chequer' rule. A die can land on two chequers and be slightly leaning into the well - as my opponent reluctantly had to concede when, at my request, he examined it more closely (we then discarded the rule). As for finger dip chequers, I love them, but they may not work well, at times, with the on chequer rule!
