Yes, differently.
In Phil's position, White is stripped, so if you pick up the outside checkers, White position often collapses when he enters. Hitting twice also gives you time to try to make a 5 prime and Blue's position is better suited to priming that White's in any case, because of the made ace point. So hit twice 13/12* 13/7*.
In you variant position, White is not stripped anymore, does not have checkers out of play, and White won't crack directly on entering. Priming games have become more promising for White. The race has deteriorated for White. So Blue tries to run home 23/16. Or at least 23/16 has become a lot more attractive than in the original position.
