Yes, there should be a discussion of which decisions by a TD can or cannot be appealed to a ruling committee.
Examples: (1) At the end of Saturday's play at a little after midnight, the director says you must start your 15 point finals match at 6:30 a.m. on Sunday because your opponent (a close friend of the director) scheduled a noon flight and has to leave for the airport by 10 a.m.
(2) The director assesses a penalty point because he thinks that you were 10 minutes late for a match, but you have three witnesses who saw you in the playing room looking for your opponent when you were only 5 minutes late (your opponent had gone to the restroom and you didn't know where he was).
(3) The director tells you that you cannot pile two chairs together to get a better view of the board. He will forfeit the match to your opponent if you don't sit on one chair like everyone else.
I think that all of these decisions should be appealable, even though they don't involve checker plays or cube actions.
