I would definitely bet on the under even assuming a "best case scenario" where all three of those guys improve further, stay healthy, and remain at the top of their game physically and mentally. In my experience, that does not happen; at least one of those three players may drop from the radar by Year 3.
Other well-known first-tier players will win their fair share of majors (Dustin Johnson, Rose, Scott, Fowler, Bubba). And some existing second-tier or third-tier young guns (Reed, Koepka, Matsuyama) will take it to the next level. Even some 30-something, "old," "former," "over-the-hill" players like Schwartzel, Oosthuizen or McDowell -- will probably catch fire at some point.
Most significantly, some young phenom on nobody's radar screen will probably emerge in the next year or two.
The betting lines do not take that those unknown variables adequately into account IMO because static bettors' minds do not. Most people only keep room in their Monkeysphere (http://www.cracked.com/article_14990_what-monkeysphere.html) for 5-10 golfers at a time.
Given the exceptionally high level of play overall in the PGA currently (something we can thank Tiger for), I would be very surprised if any three players you chose combined to win more than 5-6 majors in the next five years. I do think three specific players WILL win 8 or more majors in the next 5 years; you just won't be able to predict which 3 players they will be.
