At this score, if White rolls a 4 after Blue's 13/8, 13/9 is he supposed to just anchor? That may be part of the reason why 13/9 is better, but there are likely quite a few AtS subtleties for other rolls and for both candidates so shouldn't put too much stock in this one sequence.
