You're correct that it doesn't mean making a living, but a better analogy than PR is a BMAB title. You're a go professional if you meet certain requirements set by the professional association and they award you that title. Naturally, this is correlated with playing strength but it is certainly true that the strongest "amateurs" are stronger than some professionals.
