Thanks everyone for the enlightening discussion. I posted the question originally because I was wondering if others also find more difficult decisions on bad rolls than good – although this is of course a huge over-simplification. Difficult decisions come up on jokers, anti- jokers and everything in between but Rick’s 1.05 finding of losing PR/winning PR per player at least points in the same direction. It would be nice to have some sort of difficulty rating on moves but as Phil said this is one thing bots can’t do – at least yet. Seems the best we can hope for is it all evens out in the end. Bob’s list of strategies to lower PR that may not align with maximizing mwc was also interesting as was Rick’s suggestion of an alternative non-normalized rating and Timothy's modeling (although that part was over my head).
