Was Prince Alexis Obolensky considered?

I'm not familiar with all of the criteria. I do know that you do NOT have to be a US citizen. But the criteria does talk about making a significant contribution to the game in the US. I just don't know the actual verbiage around what constitutes a significant contribution. In my mind, Prince Alexis Obolensky should qualify. I think he was mentioned during the presentation, but I don't recall the context.
