If they're both about $215 US I would definitely go for the Wycliffe. Aesthetics can't really exclude the size of the board, as a beautiful tiny board will still be a pain to play on. That Dal Negro board is not tiny btw, but you should get my point.
With regard to your last enquiry, those particular Dal Negro boards are very long in relation to the chequers, ie you can stack a lot of chequers on a point. Though the chequers themselves are the smallest that are reasonably comfortable, this aspect does mean that there is still plenty of rolling room. There is also a fair bit of room width ways, but that is because the boards are rather too wide for the chequers. When you place six chequers across a quadrant of the board there is a lot more slack than there should be, and that is not very aesthetic.
Finally, the cups on the Wycliffe are good ones, those on that particular Dal Negro are not (rather small and very noisy).
You should seriously consider leaving something in the budget for precision dice. They are highly aesthetic, particularly the transparent ones. More importantly, they ensure that the chance that you roll each of the numbers on the dice are equal (within minute tolerances). Dice that come with most boards, even many expensive ones are garbage as far as any even semi-serious player is concerned. CJC sells them the cheapest ($26 US for set of 4, plus postage), as far as I know; I've dealt with her for bg accessories (and also a board, Brazilian velour) for 18 years or so.
You may have heard of baffle boxes; these sit at the side of the board for dice to roll through and randomise properly. There are players that feel strongly for and against them, but you should consider one key aspect. Personally, I find rolling dice straight onto the board to be dull as dirt compared to casting through a baffle box (like me, you can still use cups if you want), ie for me they greatly increase the FUN of rolling dice. The game should be about fun, shouldn't it? Until you try a baffle box, you won't know. Phil Simborg is one who sells them; they start at about twice the cost of 4 precision dice.
