It is not clear what the list is exactly for. Is said results of 2014-2015 should be considered but inactive players have always been on the list even in the past. It looks like on this list the first 20 are strong players and active having scored also some good results but after that is a mix of new entries, strong players but inactive or without results and strong players and active but not so popular and/or strong like the first 20.
