Did you reject any ballots this year due to the voter not being qualified to vote?

I remember when I submitted my first ballot several years ago, someone had to vouch for my being qualified and in the know, before my ballot was accepted. I am wondering if that process is still in place or if any ballot is now accepted, regardless who submitted it.
