I think you are greatly overestimating the effort needed. First of all "international tourney" may sound impressive but it doesn't imply that much at all. Also there could be an impact with much less than 100 people. To get in the bottom of the top 32, note that the players in contention for those spots were getting few votes near the top and mostly votes in the 20s range and probably would be not mentioned on a majority of ballots. Because of the points weighting a single vote for first balances many votes given in the low 20s range. Also the friends may have been people who already had indeed played in a qualifying tournament and were just asked to vote.
