Elo does decay with the passage of time in effect because newer match results have a significantly greater affect than old ones. This can be seen on the online Elo systems where players ratings can and often do vary by 200 points within a year.

The number of points at stake (arbitrarily using the square root of match length) has a significant effect on decay. If a different factor was used this would significantly effect the delay effect. The larger the number of points at stake the greater the decay.
