In my opinion, for a voting system to be meaningful the voters should be knowledgeable enough of the relative strengths of the top international players. Moreover, the criteria for determining what constitutes a Giant should not be ambiguous, and extreme patriotic or otherwise biased voting should be discouraged rather than encouraged. I think there should be at least three independent auditors who all come from different countries (auditors with dual nationalities should only be accepted if none of the other auditors share these nationalities).
The auditors can select ballots for rejection where they display lack of eligibility, demonstrable and significant bias, or any other irregularities. For ballot papers to be removed, a majority agreement of the auditors should be required.
This is my opinion on how the existing system could be modified to be both transparent and fare. Unfortunately, I believe the Giants Committee are unwilling to consider any major change, and so I agree with Petko and Neil who have both written excellent posts.
