The solution is to maintain 2 separate fundamental ranking lists...one using Elo that factors in tournament wins, another using PR that measures technical skill. The current subjective Giant selection process is clearly obsolete.

These lists can always be combined or filtered for attendance or any other criteria. For example, USBGF could establish it's own metric that is a function of player attendance, Elo, and PR. But in the end, there remain only two fundamental ranking lists upon which all else is derived.
