I think you're asking the wrong question

In my opinion, the first question you should ask is this: "What should be the main purpose of a global/european ranking?"
If you ask me this question, I'll reply that the purpose of any "official" ranking of any federation should be to show the most successful players, not the "best" players, whatever that means.
This eliminates ranking based on PR.
Another question you should ask is which ranking is easier to implement. I think currently it's impossible to implement any large-scale ranking based on PR, because it's hard to imagine all matches being recorded and transcribed at a major tournament.
Of the remaining two, ranking based on master points (and by the way, I agree that Larsen-Silliman is a variation on that :)) is much easier to implement, because you don't need results from individual matches, only the final standings.
I assume you're asking the question, because you're designing a ranking system for the EUBGF. I think you should leave grading based on PR to BMAB and Rick, and focus on the other two options.
