I think it is a holding game which, however, is supposed to be played more actively than many other early (rather boring) holding games. Blue can hit White's blot and play one checker down with the 2, initializing a priming game in this way. In my opinion, 8/7* 13/11 looks stronger than 9/7* 8/7, since it brings one additional checker into the zone.
