It certainly meets my definition of a holding game. When you have a holding game of course you would like to hit or prime your opponent on your side of the board if you can, unless, of course, you happen to be in a holding game where you are up in the race in which case hitting and priming may not be a priority. But just because you are doing other things while you are holding an anchor doesn't mean it's not a holding game.
I have never been clear on the semantics of a holding game vs. an anchor game...I think of them the same, but maybe someone else can tell me if there is a difference. I tend to call these anchor games simply because holding seems to suggest you will never leave, but I'm not sure that's a good distinction either.
