One consequence of my attempt to categorize all my errors is that I've come to regard this type of position as being in a separate category that doesn't have a standard name. I think of it as an "anchor vs. straggler" position. It combines elements of a holding game and a containment game. The player with the straggler is typically aiming to convert into a holding game by escaping the straggler, whereas the player with the anchor typically has containment in mind as Plan A and a holding game in mind as Plan B.
As for the play itself, 13/11 obviously leaves more return shots, but the holding-game fallback option allows Blue to play a little more boldly in his containment efforts.
Note that after this roll the game is about level.
