I don't know for sure. The theory behind this approach as explained by you and others appears to have a sound logical basis. This suggests to me that the likely problem is in having too crude a measuring tool for luck. Hitherto, it occurs to me that the primary emphasis for bots has been in developing increasingly refined tools for measuring errors, with the measurement of luck very much a side issue. If the measurement of luck is to be used with a similar degree of reliability, a higher level of refinement is probably required in my view.
