I think you're asking the wrong question

Good points but I want to add a few. Backgammon is a particular discipline, we don't have enough sponsors so professionism is not possible only with tournaments, maybe a few succed. With Elo rating in bg we can have big swings in points due to pure luck, in other disciplines is much more difficult to happen. Master points looks ok but it will take many years to have a valid one I think. We don't have a world federation, EUBGF I am not sure is enough to deal with the ranking. Maybe a World Federation (EUBGF + USBGF + JBL + Australia) can be created soon, initially with the main goal defining a ranking system.
A PR ranking in some way is already done by BMAB, for me a BMAB tournament is like sustaining an exam and you got a mark. In schools and universities we have rankings based on marks.
Comparing BMAB list and Giant List, as I already pointed out in other threads, look very similar in the first postions so I think this info is more realiable than a questionaire of how players perceive the strengthness.
Initially I was against a PR ranking but then I have changed my mind, I think in the short term is the best option, for the long term another one base on results can be created, master points or VR elo rating look good candidates.
