Good question!
Standard opponent strength would be an arbitrary value (say equivalent to PR of 6.5 or 7.5). To calculate or estimate average opponent strength, where all players PR's are known, the average opponent PR could be used - this is information given in XG player profiles. This would be the case for a VR adjusted approach where all the data would be available.
Where a normal non-VR adjusted approach is used, the average opponent PR could be estimated perhaps using known PRs for the players together with some correlation between PR and local Elo system. Another approach may be to use online PR ratings (where live PR is not available) to estimate average opponent strength.
