Just to reiterate what Frank said, the multiple layers of the neural net are a big deal. It has been known for decades that multiple layers should help in principle, but nobody had a good method of training them properly until a breakthrough by Hinton and his collaborators about 10 years ago. Since then, so-called "deep" neural nets have been taking the AI world by storm.

Another thing to note is that the use of "rollouts" in go was also an important innovation, and it's really the combination of rollouts with the deep neural nets that have made possible this massive jump in strength.
