The ruling is clearly correct. One simply cannot move the opponent’s checkers. Mitrelis should have paused the clock and asked Ed to make a legal play.
But I don’t think anyone should say it was cheating. If anything it would only be consistent to say the same about the player who actually tried to make the illegal play. And I don’t think either player had bad intentions in this case.
I can also understand Mitrelis' frustration if an opponent makes several illegal plays at a crucial time of the match. There was a situation just before where Ed had a checker on each the 24 and 23 point and proceeded to make the 21 point with a 3 1.
Mitrelis also “corrected” this play and moved Ed’s checkers back to where they were, telling him that he had rolled a 3 1 and not a 3 2. I believe it still resulted in an illegal play as Ed covered a blot on the 10 point with his three but forgot to play the 1.
