Since both players could have improved their match etiquette...

From the first instance. If you SEE SOMETHING, SAY SOMETHING.

1) Correct illegal plays before the player hits the clock, if you notice before then.

2) If a player uses two hands, say please use one hand the first time you see it.

3) If a player does not shake/roll the dice properly, say something in the first game.

4) If a player touches your checkers except to put them on the bar when hit

5) if a player touches any checkers, his or your's when it is not his/her turn

etc., etc. etc.

That will minimize the big issues that can result late in a long match or recurring problems in local events! And it works very well most of the time from my experience. (There is always that 10%)
