I suspect that most people reserve the word "cheating" for a wilful violation of the rules with the intent of acquiring an unfair advantage. If a player moves with both hands because he or she doesn't think it matters, or corrects the opponent's illegal move out of a sense of vigilantism, then most people will be reluctant to call it cheating.
You're using the word "cheating" in a manner consistent with your own definition, but you risk offending people who are not familiar with your private definition.
