These are the provisions within the EuBGF Rules when clocks are in use.
Rule 4.2 iii(d): Repeated illegal moves may result firstly in a warning, and subsequently in penalty points.
and similar in some ways:
Rule 4.2 v CHECKER SHUFFLING - Players should not, in an uncontrolled manner, shuffle their checkers back and forth across the board in order to test new positions. Repeated transgressions by a player in breach of this provision may result firstly in a warning, and subsequently in penalty points.
Ii is my opinion that players who make frequent illegal moves and shuffle the checkers too much force their opponents to be constantly vigilant and frustrated by the stop-start tempo of the game to their unfair disadvantage. So these rules make sense even though such players are rarely challenged in practice. It isn't clear how this should work in practice. After the TD becomes aware of the transgression and issues a warning, it seems that any further transgression should result in a time penalty of perhaps 20 or 30 seconds. Maybe this should be reduced or relaxed where the player has less than 2 mins bank time remaining.
