my take on the situation

Thanks for making it easy for those of us who are lazy by sharing the clip of the actual situation!
I have not watched the entire match, only this clip.
I understand the following from the video: 1)Ed makes an illegal play 2)Ed hits his clock 3) Mitrelis instantly corrects the play. In fact Ed is not even under the table when Mitrelis corrects the play (Ed's hand is still in the picture after hitting the clock when Mitrelis corrects the play) but he is on his way down and it is quite likely that Ed didn't see Mitrelis correct the play until he came back up again. 4)Mitrelis rolls 53 which jumps the prime. 5) Ed notices that his checkers are not where he put them and the discussion starts. 6) During the discussion Mitrelis points out that this was the 3rd or 4th time he has corrected an illegal play by Ed.
My interpretation of the situation is this (based on what I saw and heard in the video): Mitrelis had no intentions of cheating whatsoever when he moved Ed's checker. In fact he just continued to do what he had apparently been doing 3 times previously in the match. This raises the question: if he had been correcting Ed's illegal plays 3 times previously in the match, why didn't Ed speak up during one of those 3 times? (I am assuming that Ed didn't mind Mitrelis correcting the first 3 illegal plays because if he had done so, then Mitrelis would probably have learned his lesson this 4th time and left it to Ed to correct the play which would off course have been the correct thing to do).
All of this is a mitigating factor when considering Mitrelis actions. For anyone to call Mitrelis a cheater is just wrong based on this, imo.
Now, how about Ed's actions. I am assuming that Mitrelis' statement about this being the 4th time he corrected an illegal play to be correct because Ed didn't dispute this during the discussion. The fact that Ed had been doing this several times during the match is an aggravating circumstance, imo.
Unlike Jason who is quick to make conclusions about who is cheating, I will merely raise the question: how many times can an experienced player make an illegal play during one match before it starts to look fishy?
I think Mitrelis should have asked the TD to issue a warning for making illegal plays earlier in the match. There ought to be some more serious sanction possible when a player has been warned due to illegal plays and then goes on to do it again, imo.
Even if Ed was merely being sloppy it is not fair in a high profile tournament to have to sit and watch your experienced opponent like a hawk to make sure he doesn't make numerous illegal plays which may/may not be to his advantage.
Bottom line for me: it makes no sense that Mitrelis should get to make Ed's play so I agree that the ruling looks correct (even if Mitrelis just continued to do what he had been doing during the match). If Mitrelis would have lost his good roll, then it would have been a bad ruling, imo.
For reference, I record all my matches. I can only recall a total of 1 illegal play in my last 30+ matches (mostly long matches) by either player. It is not so hard to play a match without making any illegal plays. It is definitely possible to play a match without making several!
