Hi Mike,

You raise some interesting and valid points. I think it is important to have consistency in the scale and timing of penalties when they are applied. However, it may best if the decision to apply them is left at the discretion of the TD, so that the case you mentioned of obvious cynical exploitation of the rules are covered. If the player is unhappy with the TD's interpretation they could request that the decision be put to the ruling committee. In such cases, I believe the player should pay a fee for this referral which will only be refunded if the decision of the TD is reversed.
