In chess (I am NOT an expert), I would expect that there are typically a lower number of moves available per position than backgammon. Because the moves themselves are limited, and stand out more, I think that its easier to create a more robust rule environment, which in turn is more enforceable, less prone to be misinterpreted, and all in all, just more 'stand-out-ish'.

In Bridge, there are similarly strict guidelines, and the showing of a card (for example) requires that it be visible from that point onward to all players. Also any bidding illegality has strict processes around what happens there too.

So, in these two examples, the rules are tougher, but easier to enforce. That's not necessarily true for all games of similar complexity. I think because there are 15 identical checkers for each side, visually its a tougher game to play. The board is larger than chess too, in that you can have from 1-15 checkers on any of the 24pts (in theory), or any combination thereof. This makes it harder for irregularities to be spotted, or even determined if they are indeed in one persons favor.
