How about:

1st infringement: warning + the illegal player needs to correct the play

2nd infringement: Run off 30 seconds + opponent gets to decide if the illegal play stands or needs to be corrected by the illegal player.

Subsequent infringements: Run off 30 seconds + the opponent gets to make the (legal) play for the illegal player. This will definitely feel like a real punishment.

If running off the 30 seconds cause you to lose on time, tough luck.

I realize this idea will probaby not get many votes in this "legal moves world".
