The reason this may not be enough is that if a malicious cheater (that is, one cheating according to Dictionary.com definitions 1, 2, 3, 4, 6, 7, 8, 9, 10 and 11 but not according to Dictionary.com definition 5 or Jason Lee definition 1) is always making illegal moves in his favor only, you don't really get any benefit out of making him play it legally above what would be occurring had he not played illegally in the first place.

A small time runoff seems appropriate, and if you lose the match on time, I agree with the 'tough luck' crowd, and if you are not using a clock, then I don't care as I don't take unclocked backgammon matches too seriously anyway.
