Yes, dice should be in the clock.

To allay concerns of hacking the dice, I think that the clock/generator should accept two devices (for example USB sticks), one from each player. Each player's device could contribute to calculating the dice roll AND could verify the integrity of the clock/generator. That way each player has a trustworthy component contributing to the dice roll.
