I agree, and originally I wanted to say roll for it, but playing for something always seems better. You can put a clock on it to speed it up. In any case, my implicit message is that tie-breakers are not straightforward, and are not clear to pick the player who, in any sense, has the better record. You could use Sonneborn-Berger, and that does not make particular sense either, but is fine when pre-announced.
