I suspect that the underlying subtext may be that in the world of backgammon the desire for honesty, honor, and legality that has prompted, e.g., the "Legal Moves" movement has not yet spread beyond "Moves" to encompass all areas of jurisprudence in all jurisdictions. But I'm not sure of this, as I speak very little English.
