I have also wondered about this often. Maybe one way to look at is to consider push and pull factors for the split.

In the first position, there is a pull factor for B/22: We initiate a set of hitting exchanges when our board is at least as good as our opponents.

Moving to the third position, there is a push factor for B/22: Having made the 2, which works badly with the 8, our long term chances in a priming game or deuce point game are compromised, so we play B/22 because the alternative is bad.

Then in the second position, neither the pull or the push argues for B/22, so we make the 23 anchor and play prime vs prime and if our builders get hit a deuce point game. 3 and 8 go together.

I am not sure whether this is anything resembling an understanding about what is going on, but it at least helps to remember the plays.
