In a smaller event there is clearly a much stronger case for Clock Preference than Mandatory. It also argues that the TC might be more relaxed, like 15/2 or 12/2.5. If a doubles event is Mandatory rather than Preferred that may also argue for more relaxed TC. It is certainly surprising that doubles events are still held Clock Option!

Whether doubles or singles, I think that Preference should remain in force after the start of a match. It seems that, once the match has started, a player loses the right to enforce a clock (where available), yet you might not discover how slow opponents are until you play them! Perhaps the opponent(s) asked to not use a clock, claiming that they don't like them and don't play slowly. So, being nice, you don't enforce one. Then, you find their perception of slow is different from most other players! Once it's started it seems, all you have left is the TD to enforce a clock. Why not allow players to retain the right to enforce the clock before the start of any game? If DMP then some extra allowance could be given.
