If there is any player for whom a clock should be imposed before the match starts it is Akiko - even in a clocks optional setting. I would allow four or five minutes per point in order to try to maintain the "clocks optional" spirit which I support. I realize this is a minority opinion on this forum, but not in the wider BG community.
