When are Advanced Players No Longer Advanced

I think there are so called advanced players who would be favorites in their division and have one multiple times but clearly are not Open level even if they are not far away. Let's say you tell the guy, OK Mr/Ms B it's not fair to the Advanced you've won this 3 times in the last 6 years he or she will probably not play the Open, OK maybe once or twice and after losing badly and clearly outclassed will stop playing.

There are also sandbaggers who wait till they get asked to move up, I have no respect for those. Not much you can do about it except ask for references when some new guy turns up and not accept last minute entries to lower divisions unless that player has been vetted.
