Consider multiple divisions

If I were the TD, I'd be against allowing a beginner to play in Division 1. It would take a division of 64 players and make it 65. That would introduce a lot of byes and scheduling issues. If we let the beginner become the 64th player, that would the push the legitimate 64th player down to the top of division 2. Beginners also tend to play slower. But, if the beginner is willing to contribute to the side pool and the 64th player is not, then that would be a case where I could agree with Bob.

Flighting everybody by PR only works if we have legitimate PR data on all entrants. We're not there yet as Phil points out.
